Do you have a Singapore office?
No, and we are transparent about it. Decipher Consultancy Services is a Gurugram India-based firm. Our founder, engineering team and delivery leadership are all in India. We do not currently operate a Singapore office. For Singapore clients we fly in for kickoff, quarterly reviews and go-live milestones when the engagement calls for it. Flight time from Delhi to Singapore is about 5.5 hours direct, which makes on-site visits practical on short notice. Day-to-day work runs on a dedicated Slack or Teams channel with near-full workday overlap since SGT is only 2.5 hours ahead of IST.
How do you handle time zones between India and Singapore?
SGT is 2.5 hours ahead of IST, which is nearly a perfect overlap. Our team is live from 11:30 AM SGT (9:00 AM IST) through 8:30 PM SGT (6:00 PM IST) every workday. That gives Singapore clients a solid 8 to 9 hour real-time overlap window covering the entire SGT working day. Slack or Teams, Zoom, code reviews, pairing and design sessions all happen inside that window. Weekends match (Sat-Sun both sides). On-call for production incidents runs 24/7 with 15-minute acknowledgment.
Can you invoice in SGD?
Yes. Singapore clients are typically invoiced in SGD or USD from our India entity via SWIFT wire transfer. GST-compliant Indian tax invoices are provided which Singapore AP teams accept as vendor invoices. We do not add Indian GST on export invoices for Singapore clients. Singapore GST on imported services is typically handled by your finance team under reverse-charge rules if applicable to your GST-registered entity. Payment terms are net-15 or net-30, wire transfer standard.
Can you work with MAS regulated fintechs and banks?
Yes. We build AI for MAS regulated fintechs and banks with the technology risk management, model risk documentation, explainability logs and audit trails that fit the MAS TRM Guidelines and MAS Notice 655 outsourcing framework. We support your third-party risk assessment, complete standard security questionnaires and produce vendor-review documentation your compliance team needs. Common builds include KYC and AML automation, credit decisioning, fraud detection, RM copilots and wealth advisory chatbots.
Are you familiar with PDPA 2012?
Yes. Singapore Personal Data Protection Act 2012 (as amended) is the baseline for every Singapore engagement. We support DPIA documentation, act as data intermediary under a signed DPA, help with PDPC-friendly privacy notice inputs and align sub-processor lists to your data protection obligations. For data residency we use AWS ap-southeast-1 (Singapore), Azure Southeast Asia and Google Cloud asia-southeast1. Cross-border transfer clauses are drafted to fit your PDPA consent posture.
Who owns the code, models and prompts?
You do. All code, model weights, fine-tuned adapters, prompts, evaluation datasets and infrastructure-as-code we produce for you is your work-for-hire IP under the MSA. Contract governing law can be Singapore law with SIAC arbitration seat in Singapore, or Indian law if you prefer. Everything lives in your GitHub, GitLab or Azure DevOps organisation. When the engagement ends, you keep everything. We do not resell your data, prompts or models to anyone.
What happens if we need on-site engineers in Singapore?
We fly in. Delhi to Singapore is a 5.5 hour direct flight, so on-site visits are practical on short notice. Kickoff week is on-site by default for engagements above SGD 30,000. Quarterly executive reviews are on-site when the client asks. For specific milestones like go-live, UAT with a bank IT team, or a workshop with your regional business leads across SEA, we are on the ground within 5 to 7 working days. Travel and accommodation are billed at cost, not marked up. If you need a full-time embedded engineer for 3 or more months we help arrange a secondment rather than pretending we have a Singapore bench.
